Budget Control Mechanism
Carriers that receive High Cost legacy support, which includes Connect America Fund Broadband Loop Support (CAF BLS), High Cost Loop (HCL) and Safety Valve Support (SVS), are subject to the Budget Control Mechanism (BCM). This mechanism ensures that High Cost legacy support remains within an annual rate of return budget by reducing payments for carriers that receive HCLS (including SVS) and/or CAF BLS funding.
USAC updates the BCM reduction calculations on an annual basis to account for the minimum support threshold. The budget analysis files are available here. Please note that the numbers in these files are projections and subject to change.
- The budget control mechanism impact will be applied to four months, starting with the September 2016 disbursements.
