Register for a 499 ID
The FCC’s rules require that upon entry or anticipated entry into telecommunications markets, a service provider must register with both the FCC and USAC.
Before You Register with USAC
Each company is required to register with the FCC and have an FCC Registration Number (FRN) prior to providing service or registering with USAC.
You should have the following information ready prior to beginning the USAC registration process:
- FCC Registration Number (FRN), also referred to as a CORES ID,
- Visit the FCC’s CORES database to obtain an FRN
- Employer Identification Number (EIN) or Tax ID Number,
- Contact information for your company and company officers, and
- Contact information for the person you want to designate as the DC Agent for Service of Process
- an agent (company) for Service of Process within the District of Columbia
New 499 ID Registration Process
Service providers actually fill out an FCC Form 499-A to register with USAC. To begin the registration process, access the USAC E-File Login, scroll to the bottom of the page, and select the option “Create an account”. From the resulting ‘Who Am I’ page, select ‘Service Provider – 499 ID’.
After Registering Your Company with USAC
After the initial FCC Form 499-A registration submission, USAC will complete the following steps:
- Review your information,
- Assign a 499 Filer ID,
- Create a user account for the Company Officer to access USAC’s online filing system, and
- Outline FCC Form 499-A/Q filing requirements based on service start date.
This process typically takes 2-3 business days, during which USAC will communicate by email. Incomplete or incorrect information submitted on the registration will result in a delay in processing.
USAC invites new 499 Filers to attend an informational webinar held every month. Register for the ‘New 499 Filer ID Basics’ session found on our Webinar webpage.
