Master Services Agreement/State Master Contract CBE Review Request
Schools and Libraries Cybersecurity Pilot Program participants (“Pilot Program” or “Pilot”) are not required to perform a competitive bidding process when seeking support for cybersecurity equipment/services from a Master Services Agreement (MSA) or State Master Contract (SMC) awarded pursuant to the E-Rate FCC Form 470 process and applicable federal, state, Tribal, or local competitive bidding requirements if the MSA or SMC was negotiated by a governmental entity (including a state agency) on behalf of the Pilot participant. The MSA or SMC will need to be reviewed by USAC and the FCC and, if approved, will be posted to USAC’s website as an approved contract under the Pilot Program competitive bidding exemption (CBE).
If you are a governmental entity (including a state agency) that would like to request an exemption from the Pilot Program’s competitive bidding requirements on behalf of Pilot participants in your state(s), please follow the instructions below.
- Email CybersecurityPilotMSAorSMC@usac.org to indicate your intention to request the CBE status for an MSA/SMC for use in the Pilot.
- Within three business days, you will receive a response that provides a secure BOX link and information on the documents and information needed for review and evaluation. These documents include providing a copy of the MSA/SMC for which you are seeking an exemption and the E-Rate FCC Form 470 that initiated the competitive bidding process that resulted in the MSA/SMC.
Please note that, if approved for the CBE/use by Pilot participants in your state(s), the MSA/SMC will be posted to the USAC website and will be available for use by Pilot participants in your state(s) and viewable by the public.
