Consumers may be eligible for the Lifeline program if they have a qualifying household income or participate in a qualifying program below:
- Supplemental Nutrition Assistance Program (SNAP)
- Participants of the Nutrition Assistance Programs in Puerto Rico, American Samoa, and the Northern Mariana Island are eligible for the Lifeline benefit.

- Federal Public Housing Assistance (FPHA)
