Accessing E-File
Companies new to USAC need to register for a 498 ID or a 499 ID. During the registration process, the Company Officer and General Contact (FCC Form 498, Block 2) will be assigned a user ID in E-File.
Once a 498 ID is established, the Company Officer and the General Contact can add up to 4 more Company Officers and 4 more General Contacts. These are the only users who have the authorization to access the company’s FCC Form 498.
Once a 499 ID is established, the Company Officer can add authorized Preparers as users to E-File.

USAC added multi-factor authentication (MFA) to increase the security of Universal Service Fund (USF) IT applications. MFA helps safeguard access to data and applications, and provides additional security by requiring a second form of user authentication. To learn more about MFA, watch this video.
Current E-File Company Officers can add additional Company Officers. A 499 Filer ID can have up to 5 authorized Company Officers. Instructions can be found in the ‘Accessing E-File’ video in the chapter ‘Adding 499 Users’.
If all E-File Company Officers have left the company, a new Company Officer must be added and assigned to the 499 Filer ID. To remove all E-File Company Officers and add a new one, following the instructions found in this video.
To gain temporary E-File access to an inactive 499 Filer ID, please follow the instructions found in this video.
This action will not reactivate the 499 Filer ID, just provide a window in which a user can access the inactive Filer ID.
